In an official Reddit AMA by Windows Phone team, Joe Belfiore replied to a question about Windows Phone File Manager saying, the team is already on the final stages of testing the file manager and may release it by the end of this month. Joe Belfiore is the corporate vice president and manager for Windows Phone Program Management at Microsoft. The file manager on Windows Phone is a much anticipated feature and once its launched it will let users browse, find, and organize files on their Windows phone.
The reddit user Korangadevs asked the ultimate question about the plans for a file manager for Windows Phone to which Joe Belfiore replied:

*** YES *** We are doing a File Manager for WP8.1! I know a LOT of you are looking for this (thanks for the tweets, I’ve read them all). In fact, I’ve been running a build of it on two of my phones for the last week or so and it’s getting to pretty good shape.
We are expecting to get it into the store HOPEFULLY by the end of May.
